Institutional policy is established by the Board of Governors. The constitution
makes provision for a membership of twelve on the Board, with at least the
majority being members of the MCAJ. The President of the MCAJ serves as
Chairman of the Board. The current Chairman is an alumnus of the Seminary and
has served in that capacity for five years. The President of JTS must be either
a member or associate member of the sponsoring denomination and is appointed by
its General Board. The Presidents of both the Student Council and the Alumni
Association are members by virtue of their office. The remaining members are
representatives of other denominations and institutions. Three-quarters of the
present membership are laity. The JTS constitution requires that at least
one-third of the Board members must be lay persons.
The present Board is composed of 11 members representing a wide variety of professional experience. Three are educators, one is a businessman, four are clergy, and one is a judge. The remaining two are the President of the Student Council, and the President of the Alumni Association (See Appendix I, Members of the Board of Governors). The General Board has recently created a seat—by approving the recommendation of the Board of Governors—on the Board for a representative of the staff.
The tenure of members of the Board is three years with staggering terms of office. The duties of the Board of Governors are found in Article ID of the By Laws of the Seminary. The Board of Governors is responsible for the general supervision and oversight of the Seminary, which includes the following: the appointment of the administrative officers and full-time faculty members, financial oversight, the setting of standards of admission, the appointment of standing committees, the conferring of academic credentials, enactment of policies.
The Board normally meets three times per year, once in each quarter of the regular academic year. The venue of the meetings is the campus. The meetings are well supported with an average attendance of 75% of the membership. The President of JTS is responsible for the implementation of all policies and directives emanating from the Board.
Committee of the Board
There is one sub-committee of the Board of Governors. This is the Joint Committee on Finance and Administration. This committee was established by a resolution of a joint meeting of the boards of JTS and CGST and it serves to develop administrative and financial policies for both institutions and consequentially to make recommendations to the respective boards in these areas. Three members are from the respective boards and they are supported and advised by the President, Chief Accountant, and the Human Resources Manager.
